R.A. 3590 created Sta. Rosa as one of the component barangays of Balangiga. Sta. Rosa used to be called by its old name of San Juan. It is the next barangay from the Poblacion going north. Access to it is open through a provincial road which traverses 2 other barangays (Cagolango and Guinmaayohan) farther to the north from the Poblacion.
Other means of access is through the Balangiga River, which was more common when the provincial road was not yet operational. Distance to the barangay proper from the poblacion is approximately 3 kilometers, and can be reached in 6 to 15 minutes by motor vehicle. All types of motor vehicles ply the Poblacion-Sta. Rosa route.
