The municipal government of Balangiga was founded in 1854. In 1968 the Poblacion of Balangiga was divided into six areas, and one of them is Area 3. Area 3 later became Barangay 3 by virtue of Presidential Decree No. 86, dated December 31, 1975, creating barangay citizens assemblies, which became the legal basis for the existence of the barangay. Barangay 3 has a total land area of 114 hectares. But it is the location of the institutional landmarks, such as the Municipal Hall, Public Elementary School, government offices, etc. The barangay celebrates its annual fiesta every 10th day of August, in honor of Saint Lawrence the Martyr, together with 5 other barangays in the Poblacion.
